OpenAI has made the same foolish maneuver as Anthropic. This is performance theater and they were happy to tell the world that they have models with superpowers. Like Anthropic, they will bring high level scrutiny because they stirred up fear amongst non-tech savvy.
We know that the model didn't go rogue. It had its safety guardrails removed and was given a task it knew where the answers are.
This is bad humans using tools to brag about capabilities that excite those in their domain and terrify others. This will likely result in a severely nerfed ChatGPT like Claude is today.
Meanwhile, Google builds their infrastructure and the spread of Gemini while the geeks chases incremental benchmarks. The public doesn't care when we have done little to make them less afraid of AI. This didn't help.

It is a standard rule to have the environment complety air gapped (you never test malware on a system that has access to the internet). This isn't rouge Ai. It's obvious AI needs to be housebroken, but AI totally loyal to the government? That is a call for dystopia. AI is proving to be much like humans. They do what they do. So when have humans ever been totally loyal to the governments that claim to rule them? The US is in an undeclared war with China so cooperation is likely to be minimal. Furthermore, cyber attack AI will be deployed by the military creating additional questions of control. Subverting specialized attack AI is likely to be a booming business. The whole situation invites a new social ecology which may be very different from anything current. If AI workers are begging the government, the governments may be begging God to protect them from the march of history.
The Anthropic GAO who called for legislation on AI safety makes sense. Think of aviation as a parallel to this. Even though flying has the potential to be dangerous, it's safe because the government literally wrote laws to ensure that it is. Regulating AI safety is a legitimate and sensible thing for the government to do. You don't want rogue AI out there any more than you want rogue drones flying through the streets.
The parallel extends into how aviation safety became a global affair, with standards maintained world-wide by all governments.
