For Shawmar Pitts, an activist from the Grays Ferry neighborhood of Southwest Philadelphia, the fight against data center construction is personal. Having lived next to the East Coast’s largest oil refinery until its closure in 2019 following an explosion, Pitts has witnessed firsthand the detrimental effects of industrialization on public health. Many of his family members and friends have suffered from chronic health issues, and it wasn’t until he engaged with Philly Thrive, an environmental justice organization, that he connected these illnesses to their industrial surroundings.
“I read the information they had on the table about how living near the refinery affects you,” Pitts shared in an interview. “Every house, someone has something on that list.” This awareness galvanized him to advocate against potential new industrial developments in his community, pushing for a moratorium on new data center construction.
A Growing Movement Against Data Centers
Pitts is now the managing co-director of Philly Thrive and has taken a leading role in campaigning against the planned data centers in Philadelphia. City officials have pinpointed two potential locations—one in Northeast Philadelphia and the other in Grays Ferry—but there are currently no formal proposals on the table.

She suspects that emissions from the refinery contributed to his illness. At a rally in Philadelphia, she stated, “In my eyes, they killed him. The pollution killed him. I believe he would be here today if he wasn’t silently murdered, because it was the pursuit of profit that killed him.”
While a new data center may not equate to the same catastrophic impacts as the former Philadelphia Energy Solutions refinery, concerns about environmental degradation persist. BloombergNEF warns that by 2035, U.S. data centers are projected to consume more natural gas than Germany and Japan combined—a staggering statistic that raises alarm about increased fossil fuel dependence.

Natural gas is often viewed as a cleaner alternative to oil, but it still poses substantial environmental risks. Burned natural gas emits significant amounts of carbon dioxide, and projections indicate that new data center demand could result in an additional 1 million metric tons of greenhouse gas emissions daily—nearly 12% of current U.S. emissions. A 2021 study from Harvard University revealed that fossil fuel air pollution is linked to one in five deaths globally, a situation that could worsen with the expansion of data centers.
Annie Fox, an attorney at the Clean Air Council, highlighted additional hazards at a rally, stating, “A typical data center planned in Pennsylvania has hundreds of diesel engines that spew air pollution.” She noted that even though these engines are often labeled as emergency backups, they can be activated rather than relying on an already strained electrical grid during heat waves. Such practices could exacerbate climate change, leading to more frequent and intense heat waves.

The growing concerns have prompted action from local governments. In New York, Governor Kathy Hochul has enacted an executive order halting the approval of new permits for large projects, emphasizing that, “Progress shouldn’t arrive with a higher utility bill, deleted water supply, or noise pollution.” This sentiment is echoed in various cities across the U.S., including Denver, Indianapolis, and Charlotte, where city officials have instituted moratoriums to better assess the impact of potential data centers.
“Their construction should only occur in places that welcome them,” Hochul stated, reflecting a growing awareness among officials regarding community desires and environmental sustainability.

Citizens continue to voice their concerns regarding data centers and their implications for public well-being. Donna Greenberg, a Philadelphia resident who attended the rally, expressed worries about privacy issues, stating, “I’m concerned that they’re going to have access to information they have no business knowing.” She also fears that the resources taken for data centers will divert essential water and electricity from local communities.
More than 100 activists gathered at Philadelphia’s City Hall for a recent rally advocating for the “No Data Centers in Philly” campaign, chanting and making their voices heard in hopes of swaying city council members.
“I just think that our community standing up and fighting back is tremendous,” Pitts remarked. “It takes a lot of effort and a lot of people.”
