Researcher Chris Schmitz is documenting this phenomenon under the term “agentic flooding.” His upcoming paper, to be presented at the AI Ethics and Society conference, analyzes 84 cases across 11 jurisdictions, showcasing how AI tools influence public service interactions. While the increase in filings presents a challenge for service providers, Schmitz notes that many new submissions originate from individuals who are using AI to navigate administrative procedures that previously felt overwhelming.

Comparisons to Bug-Bounty Services
This surge in public applications mirrors what numerous bug-bounty programs experienced recently, when companies faced overwhelming volumes of low-quality reports largely generated by AI. Though these reports often lacked substantive security issues, businesses were still obliged to review them, straining their resources. Similarly, public services could find themselves managing a significantly larger applicant pool with the same limited resources.
However, Schmitz emphasizes that unlike the mainly unqualified submissions in bug-bounty schemes, most new applications to public services stem from genuine individuals with valid claims.

The escalation of applications also raises important questions about the nature of administrative burdens that previously deterred eligible individuals from claiming benefits.
