While some filings may appear adversarial or unmerited, many are legitimate claims that would have otherwise gone unfiled due to administrative burdens. Critics may liken the surge in applications to spam, but Schmitz posits that this increase provides a unique opportunity to modernize social services for the AI age. His research spans a variety of services, from welfare applications to judicial appeals—all of which now have AI-compatible online interfaces.

The Role of AI in Facilitating User Engagement

Schmitz’s findings indicate a consistent pattern: although submissions remained relatively stable before 2022, there has been a dramatic rise as AI technology becomes more accessible. He observed that users are gradually understanding how to utilize AI tools effectively, thereby simplifying the application process.

“People are discovering that this is something one can do, and incrementally, it’s just getting easier to do it,” Schmitz explained. He noted that what once required meticulous prompting is now as simple as pasting information or taking a photo of a letter with an AI application.

Comparisons to Bug-Bounty Services

This surge in public applications mirrors what numerous bug-bounty programs experienced recently, when companies faced overwhelming volumes of low-quality reports largely generated by AI. However, Schmitz emphasizes that unlike the mainly unqualified submissions in bug-bounty schemes, most new applications to public services stem from genuine individuals with valid claims.

The escalation of applications also raises important questions about the nature of administrative burdens that previously deterred eligible individuals from claiming benefits. With AI lifting these burdens, there’s potential for a substantial reform of public services, aligning them more closely with technological advancements.
